President Jonathan Declares State of Emergence in Crisis Ridden States

The C-in-C declares a semi/quasi state of emergency in crisis ridden states. It's quasi/semi because the governors have been allowed to keep their jobs. I have no idea how this is going to work. Who would be the subordinate between the Governors (Political leadership) and Military Administrators, but one thing is clear, the President is out to please everyone. Hopefully, the military administrators will be allowed to carry out their duties.

Excerpt from President Jonathan's speech.
12. Following recent developments in the affected states, it has become necessary for Government to take extraordinary measures to restore normalcy. After wide consultations, and in exercise of the powers conferred on me by the provisions of Section 305, sub-section 1 of the Constitution of the Federal Republic of Nigeria 1999 as amended, I hereby declare a State of Emergency in Borno, Yobe and Adamawa states.
